This looks like it was two coins stuck together with some sort of gunk and then when they were pulled apart it left the reverse image. My sister works at a car wash and I roll the coins she cleans out of the cars and I find ones like this all the time. Just a spender.

Yep, it's just surface residue, you can probably remove it with acetone
