It looks to be a worn nickel with rim damage but I'm not sure...

Thanks centsearcher. That edge looks jagged could be striking issue if its not straight and cut into edge maybe

Thats why I suggested incomplete planchet but it could be anything. I can't figure it out

On a partial collar the unaffected area is outside of the collar of the normal edge:
1954-Nickel-4.5-Grams
Yours looks like it was damaged as it is reduced on some of the center area of the edge.
