That one is not a RPM. It is from a damaged punch used that year. You can see this on several denominations and a very large number of cents dies are affected by this issue.


When this happens on several dies, we know it is not a RPM, but mintmark punch damage. So no premium. There are RPM cents though that year but not on the lower serif:
