Above EPU might be minor Greaser. That area is weakly struck because of the obverse, and kinda common. The overall look of the coin,the rough look is a plating issue.

John1 has this one figured out. The letters STATES OF and the motto E PLURIBUS UNUM are weak due to the depth of Lincoln's shoulder on the obverse. The metal moved into that area leaving the reverse weak. It's common to see this on Lincoln Memorial Cents.

Great info. Thanks John1, and the further explanation Yokozuna. I had not seen anything like this before. Love learning this stuff, hopefully I'll find something rare at some point :) .
