Looks like it was struck with a VLDS die (VEry-Late-Die-State) I see no doubling on the coin, just the usually movement of the devices towards the rim on the date and and mintmark. You will see the same on the other devices towards the closest rim.

Note the enlargement of the bottom half of the '9'.
