Advice On Odd Thai 25 Satang 2000

While sorting (still!) my Thai collection I discovered a weird coin that sort of resembles a mule but it's not. There is a clear inner ring on both sides of the coin. I have 4 coins in total and the other 3 show no signs of this ring as do images on google. The ring does not seem do have been made after minting so can only assume it was an odd planchet or odd die.
Am hoping some of the numismatic gurus can shed light on this. Sorry about the poor image.

My first thought is, former Encased Coin.

@John1 - Hmmm.. maybe. That's some heavy duty casing to deform the coin on both sides. Also the writing is raised over the ring. If encased wouldn't the writing have been flattened at that point?
