On the reverse you can see the characters for "1996 year". That's the only thing I know about this thing. What is it?

Beats me. Regular Chinese currency was issued in series 1980 and 1999, and it would say "Zhongguo Renmim Yinhang" if it was an official PRC banknote. This seems to be something different, perhaps a Foreign Exchange Certificate or something. I'll keep looking, but your best bet might be to get someone who reads Chinese...

It's a training note. For the Chinese Construction bank.

For training the tellers to count money correctly, before they had machines at every desk.

In China, cash is used at very high volumes, so the tellers has to be fast and accurate when counting cash. So, instead of using real cash to practice, they have training notes to count with.
