just been going through this huge collection dump of MS State Quarters and trying to decide if any might be worth submitting to a TPG

Pretty nice coin, but not sufficiently pristine to slab. What appear to be light rub marks (obverse) and some minor dings along the reverse rim will keep it out of the MS68+ range. Would be a solid hole filler

Since die state generally does not figure into the grade, unfortunately the numeric grade on a slab won't reflect its uncommon EDS frostiness.

I've a nice coin, but not worth the cost of grading. I would recommend putting into a 2x2 holder or using it as a hole filler

Looks like a Satin Finish 2007 Utah from the mint set to me, in which case its' going to grade SP by PCGS or SMS by NGC and NOT MS.
And the bar is even higher for the satin finish coins, the one pictured would technically be "impaired" since it's seen a touch of wear on cheek and neck of the obverse and on the train track area of the reverse.

if it were a MS coin the fields would not be that rough nor would Washington's face.the business strikes for circulation were smoother.

I'd post pictures of a satin finish and a business strike side by side but it's so complicated for me to do that on this site. side by side is the easiest way to really see the differences it's "brightness" in my opinion as the difference.the satin finish looks warmer and fuzzier. the mint made Satin Finish coins for the mint sets between 2005 and 2010, then stopped.

Anyways that's my 2 cents on this topic. take it for what it's worth.

Thanks for the information, Big Kingdom! I don't really collect all the mint sets and stuff myself, so I'm pretty ignorant about that sort of thing. Are these coins worth throwing in 2x2s? I saved maybe 20 with similar satin finishes.
