I cannot find anything about this dime. Has anyone seen anything like this on a 1919 Winged Liberty before? Having a hard time deciding if it was an error during minting or something that was added after production. Any help/information would be much appreciated.

to CCF. Looks like a counter stamp, not a mint error. Value around $4?
