In that condition, I'd say the value of the silver (right now $1.94). This is what the NGC coin explorer has to say:
"The practice of saving new coins by the roll was well established by 1946, so there is no shortage of Mint State 1946-D dimes. These are plentiful through MS 67. Well struck examples displaying Full Torch (FT) details are more plentiful than for 1946 dimes of the other two mints. Collectors should strive, however, to obtain pieces struck from fresh dies that are sharp in all details, not just the torch bands."
