2011 D Roosevelt Dime - Rim Error And Toning Question?

Hi guys and girls,

I have this 2011 D Roosevelt dime and noticed that the toning on the Obverse is matt silver while the toning on the back is normal shiny silver color. Why is this? Is this an error?

Also I noticed on the reverse the the left side of the rim is not smooth, is this considered a railroad rim?

Minor collar clash,not a rail road rim. Color is not an error,circulation toning of some sort.
