Caught a Feb 2020 post of similar coin the author posted showing doubling primarily on date. After checking my 86 Ellis Islands found this and paused.
Coop am not convinced op's (Feb 2020) coin is wholly Strike Doubling.
His pictures left out clear closeups of notching, perhaps example pics may better give cause to further examine his. I find similar doubling on 2 proof issues in my stack but not as pronounced. Am attempting to locate identical die markings on the 3 similar coins.
Hypothesis - hub doubling, then the proof die used later for circulation strikes? Its the 1 and the 9 that caught my eye.
Coop, need your analysis on this one. Thanks.

Me either...classic Strike Doubling were my first take but then I found that telltale split serifs on 1 and 6 and doubling on her foot/base of statue.
Additionally located 2 proofs with very similar characteristics all 3 came from a collector box of 20 mixed bustouts when silver was $15.00 with $6.00 premium. They belonged to one owner and were originally purchased by him in one Lot. My LCS had approx 60 in MS and PF68-69 but he wanted retail and I passed. Wonder if mint caught these and pulled the dies? I think its extreme hub doubling. Thanks for responding. May post this in classic error forum to get attention no, just kidding.
