Looks like die polishing affected that area. Probably removing part of a clash and got a little carried away with the machine:

The error that I'm referring to is the hair right above the neck. I have included a comparison pic. Thanks for the responses. Could this be considered a mint error?

to CCF. I agree with over polished dies. Please do not take photo of monitor and post that photo,post a photo direct from scope to CCF.
