This cent appears to have been struck on a clad dime blank. Most off-metal errors are struck on blanks, rather than planchets.
Error coin writer and researcher.

I wonder if it would be worth getting slabbed by a TPG or better to just hold on to as a novelty/conversation piece?

It's worth a couple hundred dollars if authenticated and graded, so pretty sure sending it to a TPG is the right move. Yes, nice novelty/conversation piece, but a bit too valuable to maybe just call it that. More like a coin that goes in the safe rather than on the coffee table.

Nice find! Looks like a promising off metal error. I would take the advice of sending off to a TPG.

When I get home I will post another picture. I was given this coin about a year ago. The person who gave it to me knew nothing about it. He gave it to us because we started collecting and learning. Told me to see what I can find out.
