1919 S Lincoln Wheat Penny - Lamination Error Reverse?

Hi guys,

I have the 1919 S Lincoln Wheat penny and would like to know if this is a lamination error on the Reverse (bottom right)? If so, how and why does this occur & is this common on wheat pennies?

I am leaning more to environmental damage. But, metallurgy is not my strong point, but I have dug up a many that look similar.

I think it is a struck through a piece of debris during the strike. Now fallen off the coin, leaving the incuse mark on that location. The weight should be very close to normal, as this was an addition to the coin, not a take off of the weight of the coin.
