Looks like a token to me:
Right scan reads: Holy Jerusalem
Left Scan reads: The birth of Israel (or something like that)

This is what is known as a "false shekel". The design is based loosely on an ancient Jewish coin, but these pieces are neither ancient nor coins. Read this article for more info.
