Is this normal oxidation, or is something missing with the finish on this 93D?

Its very dull, yet seems to have a very sharp strike and details, especially on the obverse.

(*Coin weighs normal 2.50Grams*)

There is no 'finish' on coins. This would indicate they are coated in something protective like lacquer. Coins are just metal. They lose their shine when they oxidize - like yours.
