Is DD the reason why they would be connected like this or could this be some sort of error?

Do you mean "connected" to the rim? This looks like Die Deterioration.

No, I meant the letters themselves are connected and I didn't see any sign of it being caused from wear but I'm probably wrong and it's just DD lol

It's just the design. Here's a mint state Jefferson. As you can see, they do have a little bit of metal just connecting the letters. It's worn down on your coin so it looks like more of a connection between the I and B.
