Looks like an RPM but not I can find anywhere. Looks almost tripled. Wait for the experts opinion but I think its an RPM. Maybe a new one?..I dont know

My guess is some kind of die chatter, MD--whatever the proper term might be. I have a mm tripled in the same way.
I'd look for similar doubling on nearby parts of the date.

It's Machine Doubling. Check the tops of the digits of the date for the same effect.
