I'm on the opposite side of the coin as Sal, if you will. It usually doesn't. Now a lot of this I've noticed is dependent on the series/years. I've seen plenty of MS-67 LDS, mushy Buffalo nickels, MS67 Mercs loaded with die polishing, weakly struck LDS early copper/silver with planchet defects come back mid-high MS.
It's seems like, at least to me, series and mintages that are synonymous with die wear/ die issues, aren't really held back from receiving a high MS. Now take a coin that's known for a strong strike on fresh dies, throw some die wear into the equation and it tends to hold it back.
Worth noting, when I say hold it back, I'm referring to your high MS grades. Low to mid MS grades won't be affected by die wear. MS67-68 seems to be that area when it becomes a factor for some. IMO.
