Looks like contact marks. They are incuse, it damage, if it were part of the design is would probably be raised, but I'm thinking that area should be raised to be normal.

Go to that site and click on the images and it will enlarge to large and huge if you click on the arrow on the right side of the image. But it There should be no incuse marks, it is just damage.

@coop the things under his hair are raised and I didn't see them on the site I went to and blew it up.
