Well, it's not a mintmark. HP is the designers initials.

It does look like a repunched letter, but I see no reason for the designers initials to be punched in by hand. I'm not sure what this is.

The designer was (Thomas) Humphrey Paget
HP are the initials that he chose to mark his coin designs with.
