1946 Lincoln Wheat Error Penny - Rim Error Question Plus..?

Hi guys,

I have this 1946 Lincoln Wheat penny with a thick rim on the right side of the obverse rim. Is this due to a Misaligned die?

I also see 2 small metal chips. One on Lincoln's Face and the other on the upper part of Lincoln's jacket. Are these small die chips?

Looks like this was a former Encased Coin. The rims are often worn down like this on these.
