Hm interesting. It does look like some sort of struck through. Can't tell you what exactly but great find!

Isn't that the zinc core showing through?
If so, the strip would have been on the blank before being plated with copper. And it would have fallen off after being minted. Maybe a defective planchet?

Looks like something is raised above the surface at the top of the S, glue perhaps? If so, maybe the glue fell off closer to the rim and led to the colorful oxidation seen.

If it were incuse, then it might have been struck with something, or altered. But it is raised above the fields and devices. So something was added onto the coin. No premium. Just a spender.

Coop I have to disagree. This coin just came from a 1992 D Full bank roll. The Zinc showing is Slightly Incuse missing the copper and the rest I am not sure. The strike has flattened the lettering But not in this one area of the S. It looks like a copper foil peal over the bump on the S. IDK lol Its a Odd one.

Whatever material the strip was made of was there before plating so I'm not sure if this would be struck through (zinc cents can't have laminations, so they say). Hope it's ok to mark up your image Dave. I placed an arrow on this image highlighting a thin ridge of exposed zinc. This ridge would have been under the strip as the blank was plated.  Remember that zinc expands as it oxidizes and is probably why the strip is slightly raised on the S. The next image I highlighted the edge of the strip and zinc to show it doesn't look folded over, but probably torn.  Words of encouragement are one of the major food groups.

Petespockets55  Erase them Arrows PRONTO How dare you   It's fine add as many as it takes to figure it out  I poked the bear to see what would happen. The blob on the S Is Zinc rot and the rest looks like some kind of foil peel starting from the rim, looks like it might have took a hit and peeled the copper and it snapped off close to the S  Is some kind of Mint Damage but as Coop said It's a spender.
