The legislation requires them to make them, and it sets a maximum mintage but there is nothing that says they have to strike ALL of them. They could also legally strike fewer if fewer were ordered. On the other had once a year ends they can't strike any more of that date so whatever they have on hand at the end of the year is all they can sell. So if they are striking just a small number ahead of orders then after the year ends they can strike no more and when those on hand are sold that's it.

But orders on these things have been following a pattern of a large initial order rush when they first go on sale, then just a very slow trickle. If they are just a few thousand ahead at the end of the year it could easily take another year or more to sell out.
