I want to know if this is a mint error, or post-mint, someone removed the laminate.

It has the characteristics of a Dryer Coin. It was normal until it spent some time in the workings of a dryer drum. It's been tumbled to death.

Zinc cents don't laminate. They may have their plating peeled. But this coin is as already mentioned a damaged Dryer Coin example. Spendable. Take a magic marker and write CCF on it and spend it, so we can see it come back again from another finder. LOL
