Do you guys know what the "+" pricing row means or stands for?

It's for coins with + grading, MS64+ for example.

For coins assigned the + designation in the numerical grade. Eg. A coin may be assigned MS65+ , may not quite be strong enough to be considered a 66, but shows strength above a 65. Eye appeal, luster, marks are all the usual contributors in this.

I thought that MIGHT be what it meant but it isn't spelled out anywhere.. I thought the * rating with NGC usually applied to PL or attractively toned coins that have some extra eye appeal.

NGC grading has both star and a plus.
From NGC:
NGC assigns a + to coins at the high end of their assigned grade, approaching the quality requirements for the next grade.
NGC assigns its trademarked Star (#9733;) Designation to coins with exceptional eye appeal for their assigned grade.
