yep, it sure looks like glue to me, have you got pure acetone, a soak in that should remove the glue, unless you want to keep it as a conversation piece.

Thanks for the tip, I thought it looked funny, I think I will keep it. I like to collect circulation coins and when I find strange after mint damage coins I try to figure out how it happened.
