Doubtful that either of the things going on here add much value, but it's interesting that a counterstamp ended up on a clipped planchet.

Not sure about the counterstamp, but it is cool. A lot of the CS are from stores and such so it'd be interesting to know the story behind it.

Interesting. The backstories to these old counterstamps can be intriguing, but are notoriously difficult to pin down!

It looks to me like the fourth letter would be an A, so something like the Pennsylvania Home Decorating Association (totally just made that up) might be the thing. Lots of acronyms that end with an A are associations, but could be anything. Also thinking it must have been just one giant stamp, as if it were individual letters why would you just tag that tiny bit of the last letter in there?

Looks like the reverse rim damage was caused by a blotched effort to punch the period after the D.

So, does this mean that in 1852 you could get a PHD for a clipped cent?

Edit: Could the weakness at the date be due to a second smaller clip or is related to the Blakesley effect? Edit edit: Or just PSD from the counter stamp?
