Is this doubling on the date of this penny? And what's on the reverse?

No. That area is affected by rolling lines on the stock zinc. When plated over it enhances these lines. Also note the same thing under the 'IN GOD' area that also shows this on the fields. It is the devices that are enlarged on a doubled die:

Note on this SBS. A normal coin and a doubled die? Note how the devices appear larger on the doubled die? How is enlarged? It is enlarged in the centers of the devices. Note how the DDO looks like a bicycle tube that is over inflated? That is what you look for on doubled dies. An enlargement of the devices on the central areas:

Although it might be slight, it stands out when you see them SBS each other. Spread in the center, for get looking at the outside edges of the devices, because that is where Machine Doubling is found.
