Obverse issues hold this to MS-62RD, perhaps 63.

Those marks on the right in the obverse field do not look incused on the photo, could they be die polish scratches, if no, how do we know, if yes, why does it not impact the eye appeal grading?

Also, appears blemishes reside below the building on the reverse and there are two long scratched on the right of the field in obverse, going through columns.

Are these visible without a loupe and when rotating under light?

shantiom, yes, by rotating the light and changing angles, on the obverse, I can now see two hairlines in the field to the right of Lincoln's nose. A portion of the obverse right field appears to be "lightly" worn, as does the reverse field under the building. Rotating under light and without a loupe, I can make them out as a little less red than the rest of the coin. On the reverse, I can't see the very light brushes going through the right side of the columns, and can barely see them with the loupe. Based on everything I see after the comments and re-examination, I think I'll settle on MS-64/65, I greatly appreciate all the efforts from you guys!
