Weighs 5.51 grams and has a full Reeded edge , full dentils . It exhibits light wear and is NOT polished on the reverse . The obverse has a few small scratches . The upper forehead gash is a small lamination , piece retained.

It is Not Dremeled and well with in tolerance for an 800 Fine 25 cents with light wear .

I agree with Silverwolf...struck through a capped die.
Much rarer on quarters, as you typically see this on cents; although I did have one in my possession for a bit that I bought at J&M last year...

If this coin was struck through a capped die, why denticules are still there? They should be also lessen I guess.

Not a capped die strike. Not with full rim and denticles.
Strike through errors rarely show a raised ghost from the hammer die, without imparting negative relief on the fields.
Red flag for me - I have my doubts this is a mint error.

Thank you for all the Feedback . Just had a short convo with Fred Weinberg and he concurs with SPP that it is NOT an error , just been played with on the reverse . And that sports fans is good enough for me ! Throwing it in the scrap heap !

For those here not familiar with the name 'Fred Weinberg', he is one of the largest error dealers in the US, and his expertise is widely accepted. Fred also validates errors for PCGS, I believe at no cost. He does that simply for the benefit of the hobby. Certainly, he is an individual that I'd like to meet someday...

Met him at the Tampa Bay FUN show a few years ago, spent sometime chatting about the Canadian error coins he has handled, even showed a few 250000 US gold errors. Sure makes how less valuable Canadian errors are, very easy to speak to
