I don't know if that coin is supposed to be proof, but the contrast in the center of the obverse is so frosty, and it is just so aesthetically pleasing.

I spent several minutes looking for a reference to this coin in proof when this was posted with no luck.

The "clue" to the coin's high-quality strike and proof-like appearance can be found on the obverse. Look to the right of the "5" above the pinwheel shape - you will see "ESSAI."

This indicates that it was a specially-struck coin that was not meant for release into general circulation. Essai coins are generally test or trial strikes for a coin - they can be a test of a design, a metallic composition, size, etc. Some collectors refer to them as patterns, but they often have higher mintages vs. what is typically seen with pattern coins. These coins often have very high-quality strikes/finishes.
