I think all the Italian Napoleonic coinage had edge designs, for example there are various numbers of incuse lines on the copper issues. The silver issues have stars or lettering which could be incuse or raised. The 15 soldi is incuse stars.
Compared to the French, Spanish, Dutch and German mints the quality of the coinage from the Italian mints seems to be much lower - not just due to reuse of the dies, the quality of the strike but also in the planchets used and the effect you have noticed is quite common as are adjustment marks. Surprisingly this is only the case for the issues that portray Napoleon himself and not those earlier in the Napoleonic period (e.g. the cisalpine republic) or during/after (e.g. Maria Luisa or Murat)
