How can I tell on this coin if it has been broad struck or if it's simply damage from handling?

Normal with a very tired die. (VLDS) These are very common as the die ages.
Damage-Or-Broad-Struck--1987-P-Nickel?
When you look at the ratio of die states per strike, when they get to this level 54% of the coins from each die pair will look that bad until they retire the die.

If its diameter is normal that's just the result of tired dies. Nickel dies were often overworked during that era.
