Do you think this is a scratch or a striking imperfection?

It seems too "perfect" to be a scratch. This is a nice Peace dollar otherwise.

Unless the area is raised or even too the surface area,
my impression would lean towards environmental damage.
However, it does appear from the blow up that it may possibly be a die gouge or die break.
It's too hard for me to determine
from the pic.
By the way, What year and mint is the coin?

It's incuse, so that eliminates a die gouge, scratch, crack, or break.

There is the possibility of a strike through. Hard to determine from this pic though.

Without seeing clear close ups, I'm with CF as well, just a post mint gauge, for now .
