Philadelphia-minted quarters did not have a mint mark during this era. These are just spenders.

An interesting note on these coins. NO US coins minted in 1965, 1966 or 1967 have mint marks no mater what mint produced them or the denomination. This was part of an effort to discourage collecting. So many coins were pulled from circulation by collectors and dealers when coins switched from 90% silver to cupronickel clad and 40% silver Half Dollar coinage that the US had a major coin shortage. There was actually talk in the government to ban coin collecting. As another way to discourage coin collecting, no proof sets were produced during the same 3 year period. All of these measures were reversed in 1968 and mint marks and proof sets returned.
