Haven't really seen one of these before, but shouldn't clipped unstruck planchets be fairly common? I searched around a bit but couldn't find any others so maybe not.

Anyway, this appears to be a double clip (one really minor clip opposite the stronger one) of an unstruck planchet.

Is it a double clip or Blakesley Effect?

It can't be the Blakesley Effect as that occurs during the strike. When a coin with an incomplete planchet is struck it can create a weakness on the rim opposite the missing bit, but this planchet wasn't struck so pretty much has to be a second very light clip.

What are the chances the upsetting mill did that because there was nothing to push on opposite?

It looks like it might be slightly oblong.

That would seem to be a possibility. Hadn't considered that and would make sense.

About 100%
That is exactly what happened.
The Blakesley effect occurs before the strike.
"Dipping" is not considered cleaning...

Interesting. I know you can get a weakness opposite the clip during the upset mill process, but always assumed the Blakesley effect was the expression of inefficient metal flow during the strike. Totally related, but since I've no experience with a clipped unstruck planchet I wouldn't have thought that a poorly formed proto rim across from the clip would also be called the Blakesley effect.
