Unfortunately it is a normal cent with no visible doubling whatsoever.

It is not 004, or a doubled die at all.

In fact it is from an over polished die and the devices are even smaller shorter in height on the coins, because the fields were polished down.

Note on the bottoms of the devices, you can see the die flow lines from that part of a device, to the closest rim.
