NGC is unpredictable and can be anywhere.
I say it is MS 62

It is, in fact, graded MS-63. My personal take is that this is an accurate grade. Though the photos are not ideal: there looks to be some wear on the rim of the reverse side. At around 12 o'clock?

@Coinfrog - sorry! Still curious to hear what people think... I feel like I have a sense for how ICCS and PCGS operate but NGC is still a mystery to me. And as regard this particular coin my gut is that for the obverse is MS-63 and the bottom half of the reverse is too - but that little injury at the top of the reverse seems like it should drag it all down a notch or two.

The obverse just has a certain look, especially with how the fields are toned that just scream circulated to me.

@NN Hmm - interesting. Toning is a mysterious thing. One of my bigger concern is that sometimes all the clown car pigmentation has clearly been enhanced by chemical means. I've tried the boiled egg trick myself just for kicks. Which is all fine but not the sort of thing I'm looking for.
