Probably a contact mark or slight MD. (Looks like the same event on the top of the zero on the date) But is there is no spread on a mintmark, it is not a RPM.
IE:1946-S cent:
Need-Help-With-1980-D-LMC.
Note the size of the mintmark. No spread, so it is not a RPM. But the coin is a Variety as a DDR on reverse:

Looks like die abrasion not a RPM to me.
