I'd return it to wherever you bought it from. It's difficult to see your issue from your photos, but it looks/sounds to be more of a handling mistake, not a mint error.

I actually just received today from the US Mint. Kid's discovery Set. I'm not good at cropping on here. Not sure if because on tablet or what. At any rate, there's like a streak oil/stain across most of bust. Then on both sides of bust on field it has like white smears. It almost looks like the reverse is off set at one o'clock position as well. But difficult to tell as it's in cardboard and not sure if I can pop out to examine that without damaging setting if meant to be permanent.

Can you tell if it's on the coin or the case that it's in?

These types stains or cloudiness on proof coins is unfortunately (somewhat) common.

Return it.

I'm still torn on this. I'd love to send back but I think well it's part of a somewhat limited set and if this only one has some oddity to it it may at some point increase value. Not necessarily a random print error but polishing at end? Unless got some moisture in it. But looks like as picky as they are or should be to let this slide by. Still learning the ropes of it all but enjoy it and definitely appreciate your more skilled analysis as I only try to post if I can't determine research.

Since this is not a minting error, it's more likely that it's value goes down, not up. I stand by my original advice: if this was mine, I'd return it for a replacement.
