Not FS. All steps need to be complete and undisturbed. I only see one full step, the others are only partially-mostly visible.

To CCF, Sissy without demeaning you but trying to help you understand . Do you really think those steps are all full ? Every step ( 5 or 6 of them ) have to be there without any wear or hits , one straight line with no interruptions as Ty2020b points out .

Lighting is less thna optimal on the reverse images. There appear to be sufficient hits on the steps to take this coin out of FS running.
