German planchets came pre-assembled, it would impossible to create that error on a German planchet, your coin would be struck on a Canadian planchet, probably with fresh dies.

The German planchets starts out the same as the RCM version, a punched outer ring and a precision milled ring that locks together with the dies strike

So in theory an off center core could have been put prior to the final strike ?

So it's 100% not possible for it to be a german planchet? Could this have came pre-assembled with an error?

Try and look inside the gap between the core and ring... German planchets have grooved cores
