It does have some rust going on. I say not worth grading

these coins are susceptible to rusting based on the moisture where they are stored. once in this condition they are really not collectable and are worth only a few cents.

Definitely not worth grading. In this condition, just worth face value.

Not worth grading. One can find similar steel cents in coin shop bins for 8-10 cents each. Wonder what's going on with the E in CENT? Scratch? Other?

Wouldn't even grade and would come back in what we call a body bag. Beyond the environmental damage (rusting) which would holder but details, it would be ineligible for a holder based on it being re-zinced. This is why it appears so shiny to you

Even if in the potential range of MS-60 to -65 condition,
the grading and shipping fees cannot justify the corresponding potential value.
