This 1946 penny is uniformly black on both sides. Does that increase the value?

To CCF , no it does not increase the value . It was either painted a long time ago and it's wearing off through circulation or it's environmental damage .

@spy, first welcome to CCF. Second, I agree with @tbop that this surface is stained or toned. It is pretty cool to look at, but this doesn't improve the value.
