The obverse is flat, and the coin is overall round. The rim near the "squashed" area is wider with full reeding.

It's called an indent strike, which occurs when a second, blank planchet is in the chamber during a second strike.

I have a 1973 quarter that is similar...

That did not happen, edge reeding is clearly visible, blank planchets have no reeding.
"Dipping" is not considered cleaning...

Right!

A partial brockage then...the second planchet in the chamber had already been struck prior

Uncommon, but not rare. Obviously mint state examples are the most sought after. A good mint state example might fetch CAN$125, it really depends how large the indent is, and how much of the partial blockage is recognizable.
