If you are talking about the small brown spot then my guess would be some foreign contamination or dirt. Have you opened the capsule and used some compressed air to try and remove it? Something blocked the matte finish from being transferred to the coin and left a small smooth area. I don't think it something stuck to the coin because it has a mirror finish, as seen in the first image, but I don't know if it would add to or decrease the coins value.
