2017 D Fredrick Douglas Quarter Doubled Die Reverse / DDR ?

The wexler's DDR 001 listing for this type of coin is from the Pa. mint that's the only reason I question it. It is in basically the same general spot though and looks the same as the others. Sooooo...that's exactly why I'm asking. The mark looks like this one here but it's in between the first and second window like the DDR 001 instead of inside the first.
