I haven't seen a p with this shape. Also it appear to be unaligned with date. Also the we is light as is the sta on reverse. Can someone help?

Mintmarks were not hand punched in 1999, so it can't be an OMM.

In addition to above, the 'd' mint marks of that years weren't in that shape...

Why then os it I have 2 of the same year and the "P" is different? Also one has a smile, the other a frown.
